Animated Appearances

To my knowledge, Heli-Vipers were never animated.

Headcanon

Shock Vipers replaced Cobra's Incinerator forces in 1991, with their appearance represented by Version 1. Given core Viper training and less expensive equipment, they ranked in the fourth tier of Vipers, alongside Range-Vipers, Neo-Vipers, and generics, and below Pit Vipers and Fast Blast Vipers.

Vipers are the guys on the bottom rung of the COBRA ladder, but that doesn't mean they don't know how to make you sweat. Especially the SHOCK VIPERS, who love to play with fire and love to make things burn. They're the guys that want nothing more than a tank of gas and an open flame, preferably where they can aim the resulting fireball at the G.I. Joe team that's standing in the way of a good incineration. Even though they display pyromaniacal tendencies, they are highly trained in the art of combustion, explosion, and ignition for many different environments and materials, making them fiery foes capable of small devastation and large infernos.

They consider their fire-making devices to be works of art, so they get really steamed when DUSTY comes along and throws cold water on their fiery inventions.
