To my knowledge, Reservists were never animated.

Headcanon

When G.I. Joe was re-formed in 1991, the team's unofficial status meant it could no longer rely on Army-supplied "greenshirts" for official logistical support. Hawk arranged for qualified US Army Reserve soldiers to secretly go through special training and serve on rotation with the Joes, usually near their hometowns. The first Reservists came on duty in January 1992, and this arrangement continued until Cobra's defeat in November 1994.
