Headcanon

Lampreys were introduced to the Cobra forces in late 1982, with their appearance represented by Version 1. Recruited from the best of the Eels, they ranked alongside the later Sea Slugs and Hydro-Vipers as Cobra's most elite Naval forces. When Cobra re-emerged in 1991, Lampreys continued their service but were now selected from Moray troops without a promotion, with their appearance represented by Version 3.

Lampreys are the elite of the COBRA sea-arm. To qualify for Lamprey training, a candidate must be a COBRA trooper in top physical condition who has completed his EEL training (EEL's are the Frogmen underwater demolition specialists of the COBRA legion) and has been operational as an EEL for more than a year. The training is highly selective and more than 50% of the applicants wash out before completing the course.
Variations: The prototype appearing in the 1985 catalog had a slightly different helmet design.

LAMPREYS project and defend all of Cobra's coastal and underwater outposts, including Cobra Island. Because of their vital importance in the Cobra legions, each soldier is hand-picked, highly trained and formidably equipped. Armed with rapid recycling squad laser weapons that fire short, high-intensity laser bursts and fuse conventional enemy weapons in milliseconds. Lampreys also carry armor piercing laser pistols for close range combat situations. Because a laser weapon's firepower is limited in duration, Lampreys are also issued 9mm pistols with built-in spotlights and 9mm submachine guns that have been specially modified for amphibious operations.
"Let's face it, a G. I. Joe submarine can usually outshoot and outmaneuver anything in the water. But if a squad of Lampreys uses its lasers to fuse the gun barrels and seal the torpedo hatches, that boat hasn't got a chance. It makes you wonder who's really got the advantage."
Toy Notes: Released before Christmas 1990 in some areas but listed in 1991's catalog and included a 1991-style filecard. Yojoe.com lists the figure as a 1990 release. Item #6316.

LAMPREYS are underwater demolitions specialists of the COBRA legions who protect and defend all of COBRA's coastal and underwater outposts, including COBRA Island. Because of their vital importance in the COBRA legions, they arey hand-picked, highly trained, and formidably equipped. Their rigorous training program takes place in warm, shark and pirate infested waters of tropical islands, and the dark, frigid depths of the Arctic Circle. Lampreys are known to operate the Man-O-War submarine for underwater demolition missions and coastal attacks on the shores of G. I. Joe inhabited areas.
The G. I. Joe choppers can usually outshoot and outmaneuver anything in the water. But if the Man-O-War sub uses its long range, surface cruising torpedoes, Wild Bill better have had that second cup of coffee to stay on his toes! It makes you wonder who really has the advantage.

Because of their importance in the COBRA ranks, they are carefully chosen and formidably equipped. Their rigorous training program takes place in warm, shark- and pirate-infested waters of tropical islands, and in the dark, frigid depths of the Arctic Circle. COBRA LAMPREY troops are known to operate heavily armed, highly sophisticated submarines for underwater demolition missions and coastal attacks on the shores where G. I. JOE teams have operations bases.
