Wild Weasel attacks a fossil dig, steals a dinosaur skull, and flies off. Elsewhere, paleontologist Dr. Massey is kidnapped by order of the Crimson Twins. The Joes follow intelligence indicating that Cobra wants to clone dinosaurs on a South Pacific island. Against Destro's objections, Cobra Commander puts the reluctant Dr. Massey to work obtaining DNA from stolen fossils. Flint, Gung-Ho, and Scarlett are shot down over the island and, lacking a radio, begin making their way toward Cobra's fortress.
Cobra succeeds in creating living dinosaurs and tries subjecting them to mind control. When the Joes' presence near the fortress is detected, Cobra unleashes the dinosaurs on them. The creatures prove impervious to laser fire, but the Joes take shelter in a cave and use their food packets to satisfy the dinosaurs' hunger. The Joes invade the fortress, and Scarlett uses the psionic disk to tell the dinsoaurs there is food inside. The dinosaurs overrun the base, and the Joes leave the island with Dr. Massey, leaving the dinosaurs behind.
