While Hawk is away in Europe, Cobra sends forged orders promoting Shipwreck, Dial-Tone, and Lifeline to the rank of colonel. Shipwreck's aggressiveness, Dial-Tone's ineptitude, and Lifeline's pacifism and overcaution send the Joe Team into disarray, beginning with a near-fatal accident during an armor drill. Cobra takes the opportunity to attack a research institute next door to Joe Headquarters.
As Mainframe sends word to General Hawk, the three colonels thoroughly botch their response to Cobra's attack, and Serpentor sets his eyes on Headquarters itself. As Cobra makes its way inside, Hawk arrives and takes charge of a team of Joes on the roof. With his leadership and coordination, the Joes easily drive off Cobra. Hawk discloses that all Joe promotions require his approval, and the colonels are returned to their previous ranks.
