After paying thieves to steal jewelry, paintings, and other valuables, Cobra uses a new device to remotely incinerate American currency. G.I. Joe is called in as public disorder erupts and Cobra begins offering its own currency. With some difficulty, the Joes break through the long line of citizens waiting to exchange their valuables for Cobra money at Extensive Enterprises and find Tomax and Xamot meeting with a wealthy woman interested in investing her riches with Cobra.

With the woman's eventual cooperation, Lady Jaye takes her place via disguise and is escorted to Cobra's secret base inside a holographic mountain. She is quickly discovered, but Rip Cord surmises the mountain's illusory nature, and reinforcements are parachuted in. The Joes assault Cobra's base while Lady Jaye flees the Crimson Twins. A tide of melted snow slows the team's progress and causes a long stalemate, until Rip Cord plants a bomb destroying the base, and Cobra is distracted by the resulting rain of Cobra currency. Cobra's leaders escape, but the plan is foiled and order is restored. Five of the Joes celebrate by resuming a game of poker that had been interrupted by Cobra's scheme, and Rip Cord ends up winning the pot.
