While using a new sludge to destroy a redwood forest, Cesspool is attacked by a giant insect and realizes his sludge has mutating effects. Contacting the Eco-Warriors ahead of time, Cesspool uses a sonic transmitter to lure a swarm of the giant insects to San Francisco. The Joes perform some rescue operations, but the mayor surrenders the city to Cesspool, who leaves it with a promise of more destruction to come. Ozone stows away on Cesspool's chopper and rides it to a new island base where he observes the mutation. But Ozone is discovered and knocked into the sludge.
Flint leads a team to the island while Clean-Sweep works on an antidote. The assault is halted when the mutated Ozone, now dubbed a Toxo-Joe, is revealed. Ozone rides off on a giant grasshopper but is returned to normal when Clean-Sweep arrives with the antidote. Ozone re-enters the base just as Cobra Commander arrives, and uses a radio to summon the de-toxified insects back to the island.
