By night, Cobra wrecks a Middle Eastern village and takes the people captive as slaves. Elsewhere, a Joe cargo plane struggles through a storm and has to jettison weight to stay aloft. They drop a Mauler, and Dusty and Footloose parachute out as well. The next day, they find themselves near a shooting range where Cobra is testing a new plasma cannon. Following Cobra to their encampment, they sneak in and rescue a captured scientist, Dr. Nancy Winters. They escape, pursued by Cobra.
Footloose, Dusty, and Dr. Winters cross a Death Zone filled with land mines. Meanwhile, the two Joes are reported missing and Flint assembles a search team. Dusty and Footloose are separated during a sandstorm. Footloose and Dr. Winters are taken in by Jabal, who has sworn revenge against Cobra after witnessing the destruction of his village. Jabal has the Mauler, which they use to rendezvous with Dusty just in time to fight Cobra's plasma cannon. Cobra is defeated, and the Joe search team finds Dusty and Footloose escorting Cobra prisoners. Prince Jabal treats the Joes to a feast that night.
