To my knowledge, Guillotine was never animated.

Headcanon

Dane G. Ross, born January 2, 1958, in Los Altos, California. Dissatisfied with peacetime military duty, Guillotine went AWOL from the Navy to become a Cobra Eel and later served as a Moray before being selected to lead the Plague forces in summer 1993. His appearance is represented by Version 1.

It takes a truly sinister individual to lead the PLAGUE TROOPER forces, and GUILLOTINE is just the person for the job. A former US Navy SEAL who became frustrated with the lack of ruthlessness that his fellow SEALs displayed, he joined the COBRA organization and became a COBRA EEL, enduring the grueling aquatic training and jungle warfare schol. He quickly rose to a leadership post by breaking the will of anyone who stood in his way. He is qualified to lead any COBRA detachment and can suffer environmental extremes that leave most of his peers begging for relief. It's rumored that GUILLOTINE was hand-selected by COBRA COMMANDER to design the training program for the PLAGUE TROOPER force. He now leads this new force with a fervor that rivals that of COBRA COMMANDER himself.
