While searching for Cobra over Peru, Grunt is shot down and finds himself in a city made entirely of gold. There he meets the ghost of Fernando Pizarro, cousin of the famous conquistador, who was slain by the mighty Inca spirit who guards the city. Cobra Commander, in search of the city, sends Overkill after Grunt, but Pizarro and his warriors possess Overkill and his team of B.A.T.s. As Cobra approaches the city, Pizarro's forces attack, driving them off. A team of Joes arrive to rescue Grunt, but Pizarro attacks them as well, and they run into Cobra as they retreat and are captured.
Cobra Commander then approaches Pizarro and proposes they join forces to use the city's wealth to conquer the world. Grunt pretends to join them as a ruse to free his friends. As they take refuge in El Dorado, Roadblock plants a bomb to collapse the cave leading to the city. Cobra digs through the rock, but Grunt awakens the Inca spirit, who not only drives Cobra away, but also puts the Spanish ghosts to rest. The Joes see that the city is turned into a national park to prevent further fighting and theft.
