To my knowledge, Create-a-Cobras were never animated.

Headcanon

Create-a-Cobras represent an aborted attempt in late 1988 to create an elite team of the highest-performing Cobra Troopers without the cost of additional training or higher salaries. Cobra Commander had hoped that prestige and the prospect of holding authority over Cobra Officers and other former superiors would motivate the best among the lower ranks to rise to the challenges of the new position, but their unfitness for command was so immediately apparent that the Commander scrapped the position before it even received a proper name.
