Cobra's Candidate

In a crime-infested city, gang members tear down campaign posters, threaten voters, and disrupt the campaign rally of Robert Harper, the city's "law-and-order" candidate for mayor. At the request of the President, Col. Sharp sends in a team of Joes to handle the situation. The Joes give chase to the teens at the rally, leading the gang to summon the help of the Dreadnoks, who capture the male members of the team. Alert to Cobra's involvement, Scarlett and Lady Jaye follow Harper and find that he, not his opponent, is being supported by Cobra, and Cobra is paying the gangs to cause chaos to create a sympathy vote for Harper.

Scarlett and Lady Jaye try to connect with the gang leaders and are introduced to Pelar, who refuses to believe their claims about Cobra. Joined by Wild Bill and Quick Kick, the two rescue the captive Joes. They learn from a captured Crimson Guard that Cobra plans to destroy a wharf at Harper's next rally. The Joes arrive at the rally just as Cobra sets off the explosives, and Pelar's younger brother is trapped inside a burning building. When the Dreadnoks refuse to let Pelar rescue her brother, the gangs turn on them, forcing them to retreat. Scarlett and Pelar enter the building and come out with the boy, and Harper's connections to Cobra are made public as he runs for Cobra's fleeing boat. He is picked up by the Coast Guard and arrested, and loses the election in a landslide, having received only the votes of Tomax and Xamot.
