As Serpentor berates his subordinates for recent failures, Cobra Commander openly challenges Serpentor's leadership. Meanwhile, a mysterious woman infiltrates the Terror Drome, evades its defenses, and reaches Serpentor's war room. Serpentor recognizes her as Pythona, and she orders him to capture the Broadcast Energy Transmitter. The Joes are testing the device in the Himalayas when Cobra attacks. Serpentor is captured in the battle, and Roadblock leads a team in pursuit of the retreating Cobras. They reach a weird grove where they encounter the forces of Cobra-La.

Misc. Notes
- First appearances (in order): Pythona, Nemesis Enforcer, Golobulus, and Royal Guards.
- The Movie first aired on television in its entirety on Saturday, April 18, 1987. It was released on VHS that August and entered rotation among the G.I. Joe series reruns as a five-part miniseries, beginning as early as September.
- The transition from Part 1 to Part 2 comes at 21:37 on the Rhino DVD, as the Royal Guards leap up to attack Roadblock's unit.
