Joes searching for a missing US submarine detect a Cobra craft. During the ensuing battle, Shipwreck rescues Mara, a runaway Cobra trooper who has been genetically modified to breathe underwater. The Cobra sub and its divers complicate the rescue, and Cobra intercepts the Joes' next destination before retreating.
On Espiritu Island, Mara tells her story but denies knowledge of Cobra's undersea lab or the fate of the missing sub. Shipwreck and Mara fight off the Dreadnoks' attempt to retrieve her, and their interaction takes on romantic overtones. Mara reveals Cobra's location, and the Joes storm the base and rescue the Merka's crew. Afterward, Mara says farewell to Shipwreck and swims off to live in the sea.
