The Joes drive trucks through Washington to transport historic documents to the new National Archive. Cobra attacks, stealing a truck containing a golden cup known as the Great Seal of Alaska. With it they place car salesman Gergy Potemkin in charge of Alaska. The Joes confirm that Alaska was bought from Russia with the understanding that the Great Seal was proof of possession, but the Seal was believed lost when the Romanov, the ship carrying it, sank. Suspecting Gergy has a fake, the Joes lead a team to the arctic to seek out the real Seal, while the Oktober Guard fields a team of its own in hope of returning Alaska to Russia.
Cobra shoots down the Joes' plane, and once on land their vehicles are destroyed by the Oktober Guard. The Joes continue on foot and find the Guard's camp abandoned. They are then attacked by Cossacks, who also hold the Guard prisoner, but the captors turn out to be the descendants of the Romanov's crew. Cobra soon attacks the crew's village, but a three-way struggle for the Seal ends with Cobra defeated and Col. Brekhov agreeing to let Duke deliver the Seal to Juneau.
