To my knowledge, Rowdy Roddy Piper was never animated for G.I. Joe. He did appear in animated form on Hulk Hogan's Rock 'n' Wrestling, where his voice was provided by Charlie Adler.

Rowdy Roddy Piper spent his formative years in the Royal Regiment of the Scottish Army. He earned the nickname "rowdy" by clashing with his senior instructors and pummeling his teammates during combat exercises. This aggressive attitude allowed him to excel in the disciplines of close-proximity fighting. He became an expert with explosives, small arms, and hand-to-hand combat at a higher tactical level than most soldiers. This natural talent helped him win top honors from his Infantry unit and a position as Senior Drill Instructor.
It was later revealed that his birthright was part of the DESTRO clan. Following his heritage, he became a mercenary and took charge of the IRON GRENADIER training program at Castle McCullen. As an offensive tactician, he only selects the best of the best for IRON GRENADIER guards, IRON ANVIL paratroopers, and UNDERTOW divers. His training methods specialize in Close Quarters Battle Tactics (CQBT) and hybrid martial arts, which incorporates techniques from several different fighting styles as well as submission techniques to secure compliance from the enemy. He proudly wears his distinctive kilted uniform during all IRON GRENADIER exercises and plays his bagpipes before going into battle.

Toy Notes: Carded at the Tanks for the Memories-themed 2007 Convention. Most copies were autographed since the real-life Piper was present. This figure is an ultra-high demand item (over $100). The real-life Piper, whose birth name was Roderick George Toombs, passed away on July 31, 2015.
