Joes on motorcycle pursue Tomax and Xamot across the desert. Also chasing them are the Oktober Guard, the Joe Team's Russian counterpart. The Crimson Twins take refuge in a Cobra bunker and a battle ensues, only to be interrupted by a flying saucer that abducts the Twins. Back at Joe HQ, Col. Sharp reports that the aliens have struck American and Russian targets, and Duke suggests a plan. The Joes sneak into the Oktober Guard headquarters in hope they will share information. The Russians are not friendly, but they form an uneasy truce to investigate.

An alien broadcasts a threat to attack San Francisco and Vladivostok. As US and Russian armies move to those cities, Snake Eyes and Wong visit Extensive Enterprises, where they are captured by the Crimson Twins and brought to the flying saucer. The alien is Zartan, and he explains Cobra's plot to draw the armies away from Washington and Moscow. Wong warns the Joe and Oktober Guard teams, and they successfully defend the capital cities. Afterward, Snake Eyes points out a milk carton and a human hand at the edge of the alien's broadcast threat, which had tipped him off to Cobra's ruse.
